Eligibility criteria
Veterans and active duty servicemembers must have a valid Certificate of
Eligibility (COE) obtained from VA or from a lender using the Automated
Certificate of Eligibility (ACE) program. If you need to obtain your
COE, download VA Form 26-1880, complete it and mail it (with your proof
of service) to one of the eligibility centers or contact a lender about
obtaining your COE.
Description
VA loan guarantees are made to servicemembers, veterans, reservists and
unmarried surviving spouses for the purchase of homes, condominiums and
manufactured homes for the veterans personal occupancy. Veterans may
also obtain VA refinancing loans. VA guarantees a percentage of the loan
which permits the veteran to obtain a mortgage with no down payment at a
competitive interest rate.

Active Duty or Veteran Cash Out Refinance

In order to qualify for this benefit program, you must have been in
military service, your family member must have passed away after
September 7, 1980 and you must have either completed 24+ continuous
months of active duty service, or your discharge status must not have
been dishonorable.
Description
VA loan guaranties are made to service members, veterans, reservists and
unmarried surviving spouses for the refinancing of conventional,
government or VA loans. VA guarantees part of the total loan, permitting
the purchaser to obtain a mortgage with a competitive interest rate,
even without a down payment if the lender agrees. VA requires that a
down payment be made for the purchase of a manufactured home. VA also
requires a down payment for a home or condominium if the purchase price
exceeds the reasonable value of the property or the loan has a graduated
payment feature.

Active Duty or Veteran Construction Loan

Eligibility criteria
VA is authorized to guarantee loans to eligible veterans to construct a
residence to be owned and occupied by the veteran as a home. The loan
may include simultaneous purchase of the land on which the residence is
situated or will be situated.
To qualify for a VA loan, the law requires that you must be an eligible
veteran who has available home loan entitlement; the loan must be for an
eligible purpose; you must occupy or intend to occupy the property as
your home within a reasonable period of time after closing the loan; you
must have enough income to meet the new mortgage payments on the loan,
cover the costs of owning a home, take care of other obligations and
expenses, and still have enough income left over for family support (a
spouse's income is considered in the same manner as the veteran's); and
you must have a good credit record.

Automobiles and Adaptive Equipment for
Disabled Veterans and Servicemembers

Eligibility criteria
In order to qualify for this benefit program, you must have one of the
following disabilities that are the result of injury or disease incurred
or aggravated during active service: loss, or permanent use of use, of
at least one foot or hand; or, serious permanent impairment of vision of
both eyes. For eligibility only for adaptive equipment, you must
have ankylosis (freezing) of at least one knee or hip due to a
service-connected disability.
Description
There is a onetime payment by VA of not greater than $11,000 toward the
purchase of an automobile or other transportation. VA pays for
adaptive equipment, or for repair, replacement, and reinstallation of
automobile equipment required because of disability. Benefits also
apply toward purchases and maintenance required for the safe operation
of a vehicle acquired with VA assistance.

Beneficiary Travel

Eligibility criteria
In order to qualify for this benefit program, you must be a military
veteran traveling for a service-connected condition either involving a
compensation and pension exam or to receive Department of Veterans
Affairs (VA) or medical care.
Description
Veterans who are determined eligible for beneficiary travel may be
reimbursed a mileage allowance for authorized travel. The current
allowable reimbursement amount of 11 cents per mile with a $3 deductible
for each one-way visit, or $6 for each round-trip visit, and caps at $18
per month. Once the monthly cap is met, full allowable mileage
reimbursement may be claimed for the remainder of the month for each
scheduled visit. To receive reimbursement, eligible veterans must be
traveling to VA facility for medical care, and at the end of the visit,
they must request reimbursement.

Burial Expense Allowance for Veterans

Eligibility criteria
In order to qualify for burial benefits, the deceased veteran must not
have been dishonorably discharged and must not have been reimbursed by
another government agency or some other source for the funeral/burial
expenses.
In most cases, at least one of following additional
eligibility criteria must also be met:
- the veteran died because of a service-related disability
- the veteran was receiving VA pension or compensation at the time
of death
- the veteran was entitled to receive VA compensation, but decided
not to reduce his/her military retired pay
- the veteran died in a VA hospital or while in a nursing home under
VA contract, or while in an approved state nursing home
- had a claim pending at the time of death and has been found
entitled to compensation or pension from a date prior to the date of
death
- died while traveling, under proper authorization and at VA
expense, to or from a specified place for the purpose of
examination, treatment, or care
Description
A VA burial allowance is a partial reimbursement of an eligible
veteran's burial and funeral costs. When the cause of death is not
service-related, the reimbursement is generally for: (1) burial and
funeral expense (2) plot. When the cause of death is service-related,
the reimbursement is generally for burial and funeral expenses.
Additional reimbursement for transportation costs may be paid in some
cases.

Children of Women Vietnam Veterans Health
Care Program (CWVV)

Eligibility criteria
If you are a female Vietnam veteran with a child who has a birth defect
or you are a child of a female Vietnam veteran with a birth defect, you
or your child may be eligible for VA-financed health care. This program
is very similar to the Spina Bifida program in scope and will pay for
services and supplies related to any birth related condition determined
to exist.
Description
The CWVV Healthcare Program is administered by the Department of
Veterans Affairs for children with certain birth defects born to
eligible women Vietnam veterans. Coverage for this program is based on
eligibility determinations made by the Denver VA Regional Office.
Applications must be submitted and adjudicated by the VA Regional Office
before health care benefits will be covered. The VA Regional Office
forwards the award information to the VA Health Administration Center,
which contacts and registers the beneficiary for health care benefits
for treatment of the birth defect and related medical conditions. No
separate application for health benefits is needed.

Combat Related Special Compensation (CRSC)

Eligibility criteria
In order to qualify for this benefit program, you must be a military
retiree active, reserve duty, or medically retired with at least 20
qualifying years. You must also be drawing retirement pay as well
as VA compensation, and you must have a VA disability rating of 10% or
more. You must also have at least one VA rated disability that is
combat-related. Combat-related disabilities are those that were
incurred while in the performance of duty under conditions simulating
war, while engaged in hazardous service, through an instrumentality of
war, or as a direct result of armed conflict.
Description
The Combat-Related Special Compensation (CRSC) program was enacted by
Congress on 2 December 2002. The CRSC program provides compensation for
eligible MILITARY retirees with combat-related disabilities. The
Army CRSC program is operated by the Army Human Resources Command (HRC)
under the direction of the United States Army Physical Disability
Agency. Since the programs launch (June, 2003), 30% of eligible retired
Soldiers have applied for CRSC and 55% of claims have been approved.
238,000 retired Soldiers are eligible for CRSC (as of 02/27/06) with an
increase of 2,500 eligible annually. CRSC provides a monthly tax-free
compensation (full concurrent receipt option) that supplements Veterans
Administration (VA) disability and military retired payments. To apply
for CRSC, claimants must first meet ALL four of the following criteria
AND have at least one VA rated injury determined to have been
combat-related:
Active, Reserve, or Medically retired with at least
20 years of service;
Receiving retired pay;
Retired pay is OFFSET by VA payments; and
Have 10% or greater VA rated injury.
Combat-related injuries are those incurred with documented proof and
fall into the following four categories:
Training that simulates war
Hazardous duty
Instrumentality of war, or
Armed conflict

The eligibility requirements for medical services are different fro
veterans outside the United States than for veterans within the United
States. VA may authorize foreign medical services for veterans only for
a VA rated service-connected condition or for a condition that is
associated with and aggravated by a VA rated service-connected
condition. This means that disability percentages have no bearing on
determining eligibility for FMP medical services. Additionally, VA may
authorize necessary foreign medical services for any condition for a
veteran participating in the VA Vocational Rehabilitation Program.

The Foreign Medical Program (FMP) is a Department of Veterans (VA)
health care benefits program for US veterans with VA rated
service-connected conditions that are residing or traveling abroad.

Gulf War, Agent Orange and Ionizing

In order to qualify for this benefit program, you must have been in
military service. You must also have served in active duty in WWII, the
Korean War, the Vietnam War, the Gulf War or you must have been involved
in the test, transport or spray of herbicides for military purposes,
been involved in atmospheric detonation of a nuclear device (or other
radiation risk activities) in Hiroshima/Nagasaki, or been involved in NP
radium treatment during your service in the military.
Description
Qualifying veterans are provided with free, comprehensive medical
examinations, including laboratory and other diagnostic tests deemed
necessary by an examining physician to determine health status. VA has
developed databases called registries to help analyze the type of health
conditions being reported by veterans. These are listed below:1. Gulf
War2. Agent Orange: a. Vietnam b. Korea 1968-1969 c. Veterans who
participated in testing, transporting, or spraying herbicides (Agent

Pension to Surviving Spouses and Children of

Eligibility criteria
In order to qualify for this benefit program, you must be the surviving
spouse or child of a veteran (not dishonorably discharged) who served at
least 90 days of active duty (Any veteran who enlisted after September
7, 1980, generally must have served at least 24 months or the full
period for which the veteran was called or ordered to active duty), at
least one day of which was during a period of war. Income limits apply.
Effective December 1, 2005, the income limit for a surviving spouse
without children is $7,094, while the income limit for a surviving child
is $1,806. Higher income limits may apply if the surviving spouse is
severely disabled or has custody of any dependent children of the
veteran.
Description
Death pension is a benefit paid to eligible dependents (surviving spouse
and/or child) of deceased wartime veterans whose deaths were not related
to military service.

Readjustment Counseling

VA provides readjustment counseling at community-based Vet Centers to
help veterans resolve psychological war trauma and to help them achieve

extensive community outreach and brokering of services for veterans
within their home communities.

In order to qualify for this benefit program, you must be a military
veteran discharged from the military within the past 12 months for a
disability incurred or aggravated in the line of duty, who is receiving

Description
VA medical centers may provide respite care to an eligible veteran for
up to 30 days in a calendar year. Families and patients who are in need
of respite care in excess of 30 days because of unforeseen difficulties,
such as the unexpected death of the caregiver, may receive additional
days of care with the approval of the medical center director.

Servicemembers' Group Life Insurance (SGLI)

Eligibility criteria
In order to qualify for this benefit program, you must currently be
serving in the military in any of the following branches/areas:
Individual Ready Reserve or the Inactive National Guard, Commissioned
Corps of the National Oceanic and Atmospheric Administration, Reserve
Officer Training Corps, one of the four service academies as a
midshipman, or as a servicemember on active duty or ready reservists.
If you are a servicemember in one of the above categories, you are
automatically covered under SGLI for the maximum amount of insurance
unless you reduce or decline you coverage.
Description
Servicemembers' Group Life Insurance (SGLI) is currently available to
all members of the uniformed services. SGLI is a group life insurance
policy purchased by VA from a commercial life insurance company. SGLI
coverage is available in $10,000 increments up to the maximum amount of
$250,000 at a cost of .65 per thousand dollars of coverage.
Servicemembers are automatically insured for the maximum coverage amount
of $250,000 unless they reduce or decline coverage in writing. SGLI
insured have two options available to them upon release from service.
They can convert their full-time SGLI coverage to term insurance
under the Veterans' Group Life Insurance program or to a permanent plan
of insurance with one of the participating commercial insurance
companies.

Servicemembers' Group Life Insurance Family

Eligibility criteria
In order to qualify for this benefit program, you must be the spouse or
dependent child of a servicemember (Active Duty and Ready Reserve) who
has full-time SGLI coverage. A "dependent child"
includes any unmarried child in one of the following categories: a
natural born child, a legally adopted child, stepchild who is a member
of the servicemember's household, a child between the ages of 18 and 23
who is a full-time student, or a child who became permanently incapable
of self-support before age 18.
Description
The Veterans' Opportunities Act of 2001 extended life insurance coverage

Spina Bifida Health Care Program

Eligibility criteria
If you are the birth child of a Vietnam veteran and you have been
diagnosed with spina bifida you may already be receiving monetary
allowances, vocational training or rehabilitation due to your condition.
Did you know that you might also be entitled to VA-financed healthcare
benefits? To be qualified you must be diagnosed with spina bifida as the
VA defines it, basically, as all forms or manifestations of spina bifida
(except spina bifida occulta), including complications or associated
medical conditions related to spina bifida.
Healthcare benefits you would receive under this program are limited to
those necessary for the treatment of your spina bifida and related
medical conditions. You should however, be aware that this program is
NOT a comprehensive healthcare plan and does not cover medical services
unrelated to spina bifida.
On December 16, 2003 the Veterans Benefits Act of 2003 was signed into
law. This law states that Spina Bifida benefits have been extended to
the natural child of a service member if the service member served in
Korea during the period September 1, 1967 - August 31, 1971. The veteran
must have served in the active military, naval or air service and have
been exposed to an herbicide agent during such service in or near the
Korean demilitarized zone.
Description
In general, the program covers most healthcare services and supplies
that are medically or psychologically necessary for the treatment of
conditions related to spina bifida. While some services require specific
advance approval or preauthorization, the following services are
specifically excluded from coverage:
- care unrelated to spina bifida
- care as part of a grant study or research program
- care considered experimental or investigational
- drugs not approved by the U.S. Food and Drug Administration for
commercial marketing
- services, procedures or supplies for which the beneficiary has no
legal obligation to pay, such as services obtained at a health fair
- services provided outside the scope of the provider's license or
certification
- services rendered by providers suspended or sanctioned by a
federal agency

The Civilian Health and Medical Program of

Eligibility criteria
To be eligible for CHAMPVA, you cannot be eligible for TRICARE/CHAMPUS
and you must be in one of these categories:
1. the spouse or child of a veteran who has been rated permanently and
totally disabled for a service-connected disability by a VA regional
office, or
2. the surviving spouse or child of a veteran who died from a VA-rated
service connected disability, or
3. the surviving spouse or child of a veteran who was at the time death
rated permanently and totally disabled from a service connected
disability, or
4. the surviving spouse or child of a military member who died in the
line of duty, not due to misconduct (in most of these cases, these
family members are eligible for TRICARE, not CHAMPVA).
If you are in one of the above categories and you are over the age of 65
and have Medicare Part A entitlement, in most cases you must also have
Medicare Part B. Please submit a copy of your Medicare card when you
enroll in CHAMPVA.
Description
The Civilian Health and Medical Program of the Department of Veterans
Affairs (CHAMPVA) is a comprehensive health care program in which the VA
shares the cost of covered health care services and supplies with
eligible beneficiaries. The program is administered by Health
Administration Center and our offices are located in Denver, Colorado.
Due to the similarity between CHAMPVA and the Department of Defense
(DoD) TRICARE program (sometimes referred to by its old name, CHAMPUS)
the two are often mistaken for each other. CHAMPVA is a Department of
Veterans Affairs program whereas TRICARE is a regionally managed health
care program for active duty and retired members of the uniformed
services, their families, and survivors. In some cases a veterans may
look to be eligible for both/either program on paper. However, if you

Veterans Life Insurance Policy Loans

Eligibility criteria
Policyholders who have permanent plans of insurance may borrow up to 94%
of the cash value of the policy. A loan may be obtained at the end of
the first policy year of a whole life or endowment plan of insurance,
which has loan value and is enforce on a premium-paying basis or is
paid-up. A loan may also be obtained on paid-up additional insurance
attached to either permanent or term plans of insurance. Loans are
granted in any amount up to 94% of the policy's reserve value,
minus any existing indebtedness against the policy, plus interest.
Description
Policyholders who have permanent plans of insurance under one of the
programs listed below may borrow up to 94% of the cash value of the
policy after it has been in force for one year.
United States Government Life Insurance (USGLI). USGLI
was generally issued to veterans of World War I. This program is closed
to new applicants.
National Service Life Insurance (NSLI). NSLI was
generally issued to veterans of World Was II. This program is closed to
new applicants.
Veterans' Special Life Insurance (VSLI). VSLI was
generally issued to Korean War veterans. This program is closed to new
applicants.
Service Disabled Veterans Insurance (SDVI). SDVI was
generally issued to World War II, Korean, and Vietnam veterans separated
on or after April 25, 1951, with a service-connected disability. This
program is still open to qualifying applicants.
Veterans Reopened Insurance (VRI). VRI was generally
issued to World War II and Korean veterans with service-connected or

Veterans' Group Life Insurance (VGLI)

Eligibility criteria
In order to qualify for this benefit program you must be one of the
following:
- A Full-time SGLI insured who are released from active duty or the
Reserves.
- A Ready Reservist who has part-time SGLI coverage, and who, while
performing active duty or inactive duty for training for a period of
less than 31 days, incurred a disability or aggravated a preexisting
disability that makes you uninsurable at standard premium rates.
- A member of the Individual Ready Reserve (IRR) and Inactive
National Guard (ING).
Description
VGLI is a program of post-separation insurance that provides for the
conversion of SGLI to 5-year renewable term coverage. VGLI provides up
to a maximum of $250,000 of insurance coverage, and is issued in $10,000
increments up to a maximum of $250,000, but not for more than the amount
of SGLI the member had in force at the time of separation. VGLI premiums
are based upon the separating member's age. VGLI is convertible at any
time to an individual commercial life insurance policy with any one of
the participating commercial insurance companies. To obtain VGLI, an
eligible member must submit an application to the Office of
Servicemembers Group Life Insurance with the required premium during the
120 days following separation (application can still be submitted for up
to one year after SGLI coverage terminates; however, during that period,
evidence of good health must be submitted).

The Veterans' Mortgage Life Insurance (VMLI) program began in 1971, and
is designed to provide financial protection to cover eligible veterans'
home mortgages in the event of death. The maximum amount of mortgage
life insurance available for those who are eligible for a specially
adapted housing grant is $90,000. Protection is automatic unless the
veteran declines or does not provide sufficient mortgage information
upon which to issue insurance. Premiums are automatically deducted from
VA benefit payments if the veteran does not draw compensation. Premiums
will continue to be deducted until the mortgage has been liquidated, the
home is sold, or the coverage terminates. The coverage terminates when
the veteran reaches age 70. If a mortgage is disposed of, VMLI may be
obtained on the mortgage of another home.

Vocational Rehabilitation and Employment

Eligibility criteria
In order to qualify for this benefit program, you must have a military
service-connected disability, injury or disease, but it must not prevent
you from holding a job (full-time or part-time) and you must not have
been dishonorably discharged.
Description
The Vocational Rehabilitation and Employment Program assists veterans
with service-connected disabilities by offering help in preparing for,
finding, and keeping suitable employment. If employment is not
reasonably feasible, assistance is available to help program
participants learn skills to achieve maximum independence in daily
living.

Vocational Training for Children with Spina
Bifida

Eligibility criteria
In order to qualify for this benefit program, you or your child must be
the natural child of an individual who served in the Republic of Vietnam
between January 9, 1962 and May 7, 1975, and you or any of your
household members must be facing Spina Bifida.
Description
VA provides a Vocational Rehabilitation and Employment program for
natural children diagnosed with spina bifida (except spina bifida
occulta) born to certain Vietnam veterans. This program enables a
qualified child to prepare for and attain suitable employment. Services
may include counseling and rehabilitative services, education, training,
and employment services leading to suitable employment. VA pays for the
cost of these services. A vocational training program may not begin
before a child's 18th birthday or the date of completion of secondary
schooling, whichever comes first. Depending on the need, a child may be
provided up to 24 months of full-time training. Entitlement to
vocational training is based on eligibility determinations made by the
VA Regional Office. Claimants submit applications on VA Form 21-0304. If
the VA Regional Office grants a monthly monetary award for an individual
with spina bifida, the individual should contact the local VA Regional
Office to request vocational training.

Vocational and Educational Counseling for
Servicemembers and Veterans

Eligibility criteria
In order to qualify for this benefit program, you must be in need of
training or retraining to develop new job skills. You must also have
been discharged or released from military active duty within the last
year or you must be projected to be discharged or released from active
duty in less than 181 days.
Description
The Vocational and Educational Counseling for Servicemembers and
Veterans program provides counseling services for servicemembers and
veterans to help better enable them in selecting educational and
vocational objectives.
